This role will be is responsible for supporting the Estates Officer(s) (Electrical & Controls) to ensure that they can manage engineering maintenance and installation activities, including contract works to an appropriate standard.

The role will require the post holder to, with support and guidance provided by the Estates Officer (Electrical & Controls), undertake the role of Authorised Person (AP) as defined within Health Technical Memorandum (HTM) for potentially multiple engineer services. This responsibility will provide the post holder with responsibility for assisting the Estates Officer (Electrical & Controls) in ensuring that he/she delivers/manages engineering services to an acceptable standard.

The role will also require the individual to: undertake the role and responsibilities of an electrically biased including controls and information Clerk of Works on capital schemes, minor works and specialist one off projects for building and engineering services; understand the rationale and have input into the development and maintenance of Planned Preventative Maintenance (PPM).

The successful candidaye will be educated to degree level or equivalent in an electrical discipline.

Main duties will include but are not limited to;

• Support Authorised Persons as defined by HTM 00 to allow them to successfully manage Engineering Services on Site,
• Undertake Authorised Persons with limited responsibilities to allow for the: completion of electrical isolations, issuing of Permit to Works and day to day management of engineering related tasks,
• Support in the management of engineering or building related systems and/or services not typically specified within NHS HTM guidance but forms part of the management/maintenance services delivered.
• Assist in ensuring that for engineering systems, an up-to-date and sufficiently detailed asset register, planned preventative maintenance and as-fitted drawings are in place.
• Assist in the regular assessment and review of engineering maintenance works/activities to ensure the achievement of technical, professional and operational standards is maintained in line with Trust policies and external guidance and legislation accepted practices including NHS HTMs and HBNs, British Standards, Electrical, Mechanical and Building Regulations etc.
• Assist lead Authorised Person’s/project managers to ensure that engineering/project activities directly under their responsibility are prioritised and economically completed,
• Assist and play a key role in the implementation, overview and day to day management of the Trust’s Revenue, Minor New Works, Backlog Maintenance and Capital Schemes.
• Ensure all schemes/works comply with all Statutory Standards, Codes of Practice, Health and Safety Guidance, Health Building Notes and Health Technical Memorandums, etc.
• Assist with the arrangement of service interruptions in conjunction with other staff within the Trust. This will include the liaising with specialist advisors within the Trust to allow for specific control measures to be incorporated with capital, minor works and maintenance schemes i.e. Infection Control, Fire Officers, Health and Safety etc.
• Diagnose and instruct others in repairing faults to complex engineering installations, plant and equipment,
• React to new situations as they arise, pass on knowledge to others and arrange appropriate training for all staff where required
• Maintain accurate records and progress reports regarding the achievements of Engineering maintenance and installations
• Operate IT systems within the estates department (intranet, BMS, Email, CAD and estates CAFM system) and any additional system introduced in the future for which training will be given
• Assist with the formulation of long-term and annual engineering maintenance plans, programmes and budgets
• Assist with the review and implementation of stand-by services on site,
• Review and provide feedback on technical designs of new works, upgrades and modifications and provide project management input on capital schemes,
• Develop and implement Trust/Departmental Policies and Procedures where appropriate and upkeep of all Health and Safety Files under CDM on all building owned by the Trust.
• Undertake and produce engineering/conditional surveys of existing Buildings with regard to Engineering services
• Assist with preparation of Project Briefs, formulating and setting of project objectives and production detailed design drawings and all associated document to allow for a works/scheme tender/quotation exercise.
• Carrying out of Feasibility Studies including preparation of feasibility documents and drawings.
