Overview
The primary aim of this role is to lead the Adult Social Care Department's performance and improvement functions within a London local authority. As the Performance and Improvement Lead your role will involve working across adult social care to provide high-quality information, analysis, and policy direction that fosters continuous improvement. You will ensure that performance and quality assurance information meets all accountability requirements set by the DHSC, CQC, Elected Members, and other relevant bodies. The role also involves leading practice improvement across all operational teams, setting practice standards, and working with Heads of Service to identify and embed consistently high standards of practice.

Key Responsibilities

Performance Management: Serve as the main point of contact for performance management information and advice, engaging with the Director, Assistant Directors, Heads of Service, and other key stakeholders across the Council and external partners.
Framework Development: Lead the development and delivery of a robust Adult Social Care performance management framework in line with statutory and regulatory requirements, national policy, and local drivers.
Continuous Improvement: Develop a continuous improvement strategy to challenge and inform the Department's ambitions and values, including planning and timely delivery of key external assessments such as CQC inspections, peer reviews, and statutory returns.
Analysis and Reporting: Provide timely, evidence-based analysis and reports for Members, the Director, Assistant Directors, and Heads of Service. Lead the work of the Department's Improvement Board.
Strategy and Policy Development: Lead the development and maintenance of the Department's strategies, policies, and procedures, including service planning and the equalities framework. Coordinate the Department's contribution to corporate strategies and key indicators.
Information Management: Work with the Management Information Team to oversee the analysis and sharing of management information within the department, including preparing needs analyses and statutory returns.
Learning and Development: Promote a learning culture and ensure the implementation of a learning and development programme that meets practitioners' needs.
Inspection Preparation: Ensure timely and effective preparation for various inspections and peer reviews, including the development of self-evaluations, presentations, evidence gathering, case studies, and improvement plans.
Customer Focus: Coordinate the Department's co-production strategy, ensuring effective communication and user feedback. Develop and oversee a strategy for learning from feedback from service users, their families, and carers.
Equality, Diversity, and Inclusion: Promote equality, diversity, and inclusion, maintaining a safe, supportive, and welcoming environment where all individuals are treated with dignity and respect. Lead the Directorate's Equalities framework and action plan.
Policy Support: Ensure the department stays informed about and responds appropriately to national and local public policy changes. Provide policy support to departmental managers.
Risk Management: Lead the development of the Department's risk management and reporting, representing the Department on related corporate boards and management groups.
Additional Duties: Undertake any other duties as required by the Director or Assistant Directors.
Safeguarding: Understand the Council's duties and responsibilities for safeguarding children, young people, and adults as they apply to the role within the council.

This role is crucial for driving continuous improvement and ensuring high standards within the Adult Social Care Department.
