Job description

The Resourcing Manager reports to the HR Resourcing Lead within Human Resources and is responsible for overseeing the MCA's resourcing requirements and plays a key role in the execution of the agency’s recruitment strategy.

The Resourcing Manager will act as the lead focal point for the MCA’s hiring community; playing an instrumental role in developing resourcing solutions to recruit the best talent whilst ensuring a high level of governance.

A key element of the role will be to support the HR Resourcing Lead in the leadership of the resourcing team, by managing a small team of ‘direct reports’ (Recruitment Advisors).

This is a fantastic opportunity to become a part of the MCA Team whereby your daily role provides a valuable enabling function for the delivery of a life-saving service. It is a fast-paced role, and where no two days are the same!

Your responsibilities include but are not limited to

* Support the HR Resourcing Lead in the development and execution of the talent and attraction strategy.

* Oversee the development of sourcing strategies for national, operational, senior and critical recruitment projects. This will include effective liaison with key stakeholders and senior managers from around the UK. Ensuring that vacancy figures are accurate and that all recruitment is conducted in line with the Civil Service Recruitment Principles.

* Responsible for the management of nationwide / operational recruitment projects, effectively managing the workload, whether independently or through delegation, to the wider resourcing team. To include, onboarding, pre-employment checks and medicals.

* Oversee day-to-day management and direct priorities of the Resourcing Team, identifying and enabling opportunities for efficiency and innovation. Set clear and achievable objectives in line with organisational goals, and wider recruitment strategy. Providing quality induction for new starters.

* Provide advice and guidance to hiring managers across our operational teams on tactical recruitment requirements and support them in developing their individual campaigns. Design and deliver workshops to develop managers in all aspects of recruitment. (Delivering Training to Stakeholders).

* Liaise with a wide-range of stakeholders, both internally and externally, to ensure campaigns run smoothly. This includes but is not limited to: Government Recruitment Service (GRS), the DfT Resourcing Group (DRG), recruitment suppliers, internal hiring managers and candidates (both internal and external).

Person specification

About You

To be successful in this role, you will need to hold a CIPD/HR/Rec qualification or be willing to work towards it OR possess equivalent experience.

You will need to have experience of working in a fast-paced recruitment environment, providing advice to hiring managers and delivering a high quality, end-to-end recruitment service, along with possessing:

* Strong track record in talent acquisition / recruitment.

* A good understanding of UK employment law in the context of ‘recruitment’.

* Proven experience in the development of engaging and compelling candidate attraction materials for a range of advertising mediums.

You will be an advocate for change and will identify opportunities for continuous improvement. You have a high level of pro-activity, self-motivation and able to respond well under pressure and work to tight deadlines.

In addition, excellent communication skills will come naturally to you. You will have the ability to influence and motivate others at all levels within the Department and drive outcomes. You will have experience of delivering and maintaining a high-quality service level to stakeholders whilst working at pace and volume. You will have excellent problem-solving skills with the ability to analyse complex situations conceptually, and provide workable solutions for a range of stakeholders.

Additional Information

This role will be based in the Southampton HQ. MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work.

The expectation is that you will spend a minimum 60% of your working time based at your principal workplace or out on official business. Details of the arrangement will be discussed further with your line manager.

There may be a requirement for occasional travel on official duty within the UK, which may involve overnight stays. Notice will be given prior to travel.

Permanent Civil Servants will not be expected to change their employment status from permanent to fixed term appointment.

Internal applicants will be appointed on inward loan and subject to the terms of the agreed inward loan agreement. The expectation is that you will return to your previous post at the end of the loan period, which will need to be agreed with your line manager in advance.

If you're employed by a non-departmental public body (NDPB) by moving jobs this will involve a change of employer and you may break the statutory rules on of employment.
