The Opportunity
Due to increased project expansion, our client is currently seeking to employ 4 experienced Senior Quantity Surveyors to join them in their dynamic and ambitious team based in Birmingham, on a hybrid basis. You will be working on their challenging water project, which is estimated to be 2 years long. This will also require occasional visits to the site as and when required.

Your duties and responsibilities will be
As a Senior Quantity Surveyor, you will provide both accurate cost and value reporting and forecasting to mitigate adverse financial impacts.
Ensure effective capture of costs and ensuring all costs are allocated appropriately.
Ensure effective, efficient and robust processes and systems are employed to identify, report and escalate commercial risk, such as early warning notices, to ensure appropriate mitigation is implemented.
Assist the Commercial Manager in determining the operational commercial reporting requirements of the alliance and work with the Performance Reporting & Systems team and Finance to ensure they are accurate, meaningful and timely.
Self-assurance of commercial data and contractual processes.
Anticipating the sub-contracting requirements of the alliance and ensuring robust sub-contracts are put in place, where required.
Embedding commercial awareness across the alliance to enable prudent commercial decisions at all levels.
Establish and embed key commercial performance metrics and baselines.
Act as mediator in the resolution of contractual and financial disputes, escalating where necessary and in line with governance.
Ensure that all commercial management and alliance decisions are understood, managed and reported to respective stakeholders on a timely basis.
Be the commercial representative with overall responsibility for all commercial aspects of the allotted regional area.
Ensure that, where possible, the associated efficiency and expenditure for allocated areas are understood and adverse impact is managed.
Provide accurate data to support the timely and accurate publication of the alliance programme pool reporting via the Commercial Lead.
Be the main point of contact for the delivery route on commercial matters for the allocated area.
Ensure effective cost management and cost allocation ensuring that all costs are captured and reported appropriately.
Clear focus on timely Monthly Cost to Complete forecasting and reporting of the latest position to give robust future forecasts of final outturn costs for uploading into the Employer’s cost systems (SAP).
Ensure that Cost to Employ (CTE) data is accurate and timely and manage the submission of Shareholder Resource Forms (SRFs), where appropriate.
Deliver financial closure of Work Orders and associated projects within contractual timescales.
Lead the identification of cost reduction opportunities and provide support to help stakeholders realise them.
Support the development and embedding of alliance business plans and business lead efficiency initiatives.
Continuously review commercial processes to identify and implement changes to increase their efficiency and effectiveness.
Lead and support on benchmarking activities to ensure the alliance is as efficient as possible.
Identify and lead on delivery of commercial lessons learned across the allocated regional office.
Lead and support the production of project specific cost to complete (solution costs), including phasing of associated spend vs programme (i.e. for larger value / complex schemes), as required by the alliance procedures and processes.
Create and own appropriate commercial forums with stakeholders to ensure prudent commercial management and compliance with the governance of the alliance.
Ensure compliance with the alliance Procurement Policy and relevant statutory legislation.
Work with the Commercial Lead and the Contract Management Team to compile Work Orders, validating against expected performance levels
Ensure appropriate commercial entitlement in respect of any contractual scope change (i.e. Compensation Events)
Conduct risk-based cost audits of actual cost information to identify disallowable costs and drive on-going compliance and identify cost efficiency opportunities
Management of system and manual accruals both within partner and employer cost systems, following associated accounting policies
Production of final accounts where required, including those associated with sub-contract and head-contracts.
Lead on the provision of disallowed cost schedules.
Ensure team and people compliance with agreed processes, procedures and policies, including line-management of staff from other respective organisation to support the ethos of Best for Task.
The coaching and mentoring of commercial staff where required and where appropriate.
Ensure all team members are appropriately trained and competent, with clear development plans in place where performance is not at expected levels
Conduct formal and informal performance reviews of peers and team and take appropriate action to address any issues that may arise
Timely and accurate management of team through the Workday, which will be the primary people management tool for the alliance team members, including hiring, recruitment and performance of alliance team members.
Create a culture of collaborative working both within SPA and with other AW alliances.
Lead by example to promote a commercial mind-set across the alliance.
Build a team where trust, integrity, honesty and openness are encouraged and valued.
Ensure own team is continuously challenged and developed.
Ensure team resilience.
Develop common cost and estimating databases for use across the programme.
Responsible for implementing a consistent approach to commercial management across the wider SPA team.
Encourage personal responsibility and provide regular feedback to individuals on their performance.
Be adaptable to the changing methodology of commercial management with the creation of new digital reporting requirements.
Confidence to challenge the wider project team’s view on scope and hold them accountable for deliverables.You will have the following qualifications & experience
