JOB PURPOSE:
To manage the Supported Accommodation provision, so that the physical, emotional and safety needs of children are protected and promoted, working within the Government Guidance; the City Council’s core values and strategic aims and the Department’s policies and procedures in order to meet Quality Standards and achieve good outcomes for the Children Looked After in the provision.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
To ensure that the provision is managed in a way which:
1) meets Supported Accommodation regulations 2023 including the quality standards.
2) promotes children’s welfare and safeguards their wellbeing
3) creates a positive physical and emotional environment where children can achieve their potential.
4) The young people’s transition into adulthood is planned and successful.
To ensure that the legislative requirements of planning for children is adhered to as they relate to Children Looked After in supported accommodation, i.e. that pathway plans are progressed, and the required reviews and planning processes are followed.
To ensure, within the resources available to the provision, that resident young people receive a high standard of physical and emotional support.
4. To ensure that support is provided within an environment which positively
integrates race, gender, disability and sexual orientation and meets individual needs.
5. To be responsible for all aspects of staff management to include the recruitment, selection and induction of new staff and the supervision, appraisal and identification of training needs of all staff, including the management of staff performance and sickness absence.
6. To be responsible for the management of the provision budget and for the maintenance and monitoring of all financial records and reports.
7. To be responsible for the administration and orderly running of the provision, including the ordering and control of supplies and services; administrative procedures and written records and reports.
8. To be responsible for the fabric of the building, fixtures and fittings and the condition of the grounds, and to ensure that the Department’s Fire and Health & Safety procedures are know to all and adhered to.
9. To ensure that children are included as fully as possible in decisions affecting them and the running of the provision.
10. To ensure that higher management are informed on important matters relating to the running of the home and the young people care for.
11. To maintain a knowledge base of issues relating to the area of service, including legislative requirements, practice issues and procedural developments in both Departmental and national contexts; ensuring that staff under the post holder’s management are kept informed of these issues.
12. To positively represent the provision and the children who live there, within the Department, the community and with partner agencies to ensure that children maximise their life chances through the opportunities of multi-agency involvement
13. To ensure that young people are fully supported in Transition Plans for Independence and have effective Pathway plans.
14. To support effectively any young people who have a Plan to return to Families/Carers
