Our client is seeking a Quantity Surveyor to join their leading organization, responsible for managing costs related to highway projects from the initial planning stages through to project completion.
The successful candidate will work closely with customers and stakeholders to support successful project delivery, adhering to legal and quality standards. They will engage with supply chain partners and manage all costs related to projects by contractual agreements.
Job Description:
• Responsible for the robust commercial management of a variety of projects, working closely with customers and stakeholders to support successful project delivery, compliant with contractual terms and achieving the business plan commitments.
• Engage with our supply chain partners and manage all costs related to projects by contractual agreements.
• Monitor and report on the commercial position of projects within your remit to ensure the project team can make informed decisions and there are no surprises to our client or customers.
Responsibilities:
Take accountability for the financial and contractual performance of your projects:
• Oversee projects’ financial performance, ensuring profit targets and efficiency savings are achieved and our cash position is maximised.
• Adhere to contractual timescales and administer change control appropriately.
• Identify and manage risks and opportunities effectively.
• Deliver a compliant procurement process and selection, in line with our procedures.
• Deal with commercial queries and advise on legal matters, including risks and disputes.
Manage the Supply Chain effectively, building trusted partnerships with our suppliers:
• Ensure all suppliers are fully compliant before any orders are issued.
• Conduct audits as and when required.
• Administer the contract effectively, including preparation and negotiation of claims, and payments of subcontractors by contractual timescales.
Monitor the progress of works and report on project performance:
• Attend weekly project meetings and carry out site visits to ensure deadlines are reached.
• Maintain accurate and up-to-date financial logs, cost plans and project forecasts.
• Undertake monthly reporting, including Monthly Progress Reports (MPR), Cost Value Reconciliation (CRV) and commentaries, in line with requirements.
• Prepare for and attend monthly cost review meetings with customers, identifying variations and remedial actions.
Ensure that our client and clients’ assurance process, including all legislative, mandatory policies and procedures, are followed:
• Contract terms are understood and administered appropriately, by the timescales set out within the contract.
• All governance is completed compliantly and on time.
• Documentation (i.e. Cost Plans, CVR, Project Execution Plan, etc.) is generated and updated in line with requirements and aligned to project deliverables.
• Non-conformances are addressed to satisfy project control audits. Build, develop and strengthen relationships with projects, clients, and commercial team members to enable commercial performance objectives to be achieved:
• Upskill, coach or manage less experienced members of the team.
• Ensure effective 121’s and development plans are in place for any direct reports.
• Share resources, innovation, processes, and best practices to ensure we deliver as one.
• Visit and interact with site teams to ensure lessons are learnt and shared with the wider team.
• Upskill stakeholders by sharing contractual knowledge and supporting them with queries.

• Cost estimates and forecasting accuracy
• Weekly & monthly reporting of commercial performance (i.e. MPR, CRV & commentary)
• Timely revenue from billing applications to customers
• Cost control processes
• Resolution of payment issues

Experience and knowledge:
• Proven and recurring success in a Quantity Surveying role
• Ability to work independently without supervision
• General knowledge of monitoring cost performance of projects and contract administration
• Evidence of building effective relationships with teams
• Track record in successfully managing and delivering against deadlines
• Experience in a civil engineering environment
• Good level of IT proficiency
• General knowledge of cost management software and tools
• Understanding of Lean principles (desirable) Qualifications:
• Degree qualified in Quantity Surveying, Construction Management, or related course (or equivalent qualification / relevant experience)
• Hold or work towards a professional membership with a recognised and relevant Professional body i.e. Royal Institute of Chartered Surveyors (RICS) or Chartered Institution of Civil Engineering Surveyors (CICES) (desirable)
• CSCS card holder (desirable)
• PTS card holder (desirable – rail only
