Framework Manager

The Role:

The Framework Manager will lead and manage one of our frameworks and associated works within the Southern Region, areas that will fall into this region are Kent, Brighton and Southampton. You will also work in line with the Company’s strategic 3 Pillar objectives and its Vision, Mission, and Values. Taking responsibility for building & strengthening the client relationship, leading on engagement whilst establishing the work programme and building the team to deliver successful projects and programmmes of work.

This appointment is a key role for the organisation, the successful individual will be given the autonomy to build and strengthen the framework, whilst provided with support to build the team necessary to deliver on those aspirations.

Key Responsibilities:

Health, safety and environmental

Ensure Company policies and improvement action plans are effectively implemented, monitored, and audited
Achieve and maintain Business Unit ISO Standard HSQE accreditation
Ensure Integrated Management Plans cover all activities
Ensure all incidents are reported and investigated, with remedies implemented
Monitor performance and safety requirements regularly, and implement improvementsPolicy and Strategy

Operate in line with Company policies and strategies, and be proactive in promoting improvement locally
Develop and implement a Framework Business Plan in line with the global Corporate Business Plan
Ensure effective risk management of business activitiesResource and design management

Ensure design resources are adequate for the workload and that designs are delivered in an economic and timely manner
Identify innovation and efficient solutions within the design investigation phase
Ensure that risk based efficient options are developed and offered to the Client
Engage proactively in the principles of supply chain managementTeam leadership and development

Encourage team involvement in, and ownership of, the Company business aims, regional business plan and business improvement
Ensure clear roles and responsibilities are understood throughout the team and hold people properly accountable for their work
Create a resource plan to meet current and future workload demands - build and develop the team as needed
Utilise succession planning and support individuals’ development
Encourage team spirit through the display of appropriate behaviour/teambuilding activitiesOperational performance

Reduce cost and maximise value and profit
Ensure effective planning at all stages of the project in accordance with IMS and Commercial Plans
Set clear measurable targets for performance expectations
Manage risk throughout the life cycle of a project
Ensure that all projects use programming as a key management tool
Keep teams abreast of the latest plant and construction techniques
Identify, monitor, and reduce waste in all activities
Identify and react swiftly to resolve problems before they escalateFinancial performance

Prepare and operate regional and project Commercial Plans, implementing cost reduction
Operate financial project forecast controls with monthly reports to the Business unit Director.
Ensure that all value and entitlement are identified and realised
Prepare timely ‘exception’ reports for projects that under-perform
Manage cash proactively across all business activitiesBusiness improvement

Actively engage in ‘business improvement’ and ‘change’ programmes
Develop, maintain, and measure performance against agreed KPIs and SLA’s
Champion a theme of improvement and ‘best practice’, utilising the IMS system
Carry out interim and post-contract reviews, both internally and with customers
Position Barhale strongly for selection in the region for growthCustomer satisfaction

Establish customer needs, and how they will measure performance
Carry out customer satisfaction measurement by appropriate methods, ensuring that any improvements or actions are communicated to them
Always establish good relationships and communication and resolve issues and early resolution of any potential problems

Reporting to Regional Director, working closely with Commercial Manager, Operations Manager and Contracts Manager

The successful candidate is likely to meet all of the following criteria:

Essential

Previous experience in a Framework Management position ideally with Water Sector experience
Degree, or equivalent, in Civil Engineering or Quantity Surveying
Excellent communication skills
Experience in change management
Ability to communicate both up and down within Barhale and the Client Organisation
Excellent time management skills, with ability to deliver tasks to deadline
IT literate and proficient in Microsoft Office package
Ability to encourage and enable personal development of, and recognise and reward team
Ability to lead by and set an example
Experience in building collaborative relationships with existing and new clients and suppliers
