Procurement
Whilst the Council as a whole is focussed on instilling financial discipline and making services more efficient, it is essential that as a Procurement Team we achieve savings from existing contracts and through replacing expired or expiring contracts. As part of the Council's major reorganisation plan, we established a new Strategic Procurement and Governance team and are moving to phase 2 of the growth and development with the creation of some exciting new opportunities within the team.
The Role
As the Senior Procurement Governance & Policy Specialist you will be responsible for delivering improvements in Procurement and Purchasing practices which drive compliance and provide optimum value for money. You will also be responsible for identifying, delivering and embedding relevant legislative, policy and procedural changes across the council.
Day to Day you will take responsibility for activities including:
Reviewing compliance to Procurement/ Purchasing policies and procedures, notably the Tender and Contract Regulations (TCRs).
Identifying corrective actions to address non-compliance and working with Procurement colleagues to implement these and where necessary escalating repeated non-compliance.
Specifically, taking a lead on updating & communicating tender and contract documents, templates and guidance in line with any changes to legislation or any recommendations received through internal/external scrutiny.
Leading on the identification of changes to relevant national procurement policy and legislation, considering the implications, applying it locally (including updates to documentation) and communicating the changes across the council.
The role will be key in representing Procurement both internally and externally and the post holder will be required to Pro-actively engage with internal and external stakeholders across the Council to ensure that Procurement is effectively enabling the organisation to conduct its activities in compliance with the Tender and Contract Regulations and national procurement legislation.
The Person
To be considered for the role you will ideally be working towards your MCIPS qualification, and have up to date knowledge of current and prospective public procurement legislation. You will need experience of contract management as well as managing and improving procurement governance.
