Our client is a well-established and growing medium-sized property developer with a strong track record in delivering high-quality residential, commercial, and mixed-use developments across London and the South East. They are currently in the planning stages of an exciting 1000-unit mixed-use scheme in one of London’s prime locations, and they are looking for an experienced Development Manager to lead the project through this crucial phase and into delivery.
The Role:
As Development Manager, you will be responsible for overseeing the development of a 1000-unit mixed-use scheme, currently in RIBA Stage 2 (the planning process). This exciting, large-scale project will include residential, retail, office space, and community facilities, offering a significant opportunity to contribute to a landmark development in one of London’s most sought-after areas.
You will work closely with internal teams, external consultants, contractors, and key stakeholders to ensure the project advances successfully through the planning process and into the construction phase. Your expertise in navigating the planning process, particularly around Section 106 agreements, will be critical to the success of this project.
Key Responsibilities:

Lead and manage the development through RIBA Stage 2 (planning) and beyond, ensuring a smooth transition into construction.

Oversee the preparation and submission of planning applications, ensuring compliance with local authorities and statutory requirements.
*
Manage the negotiation and implementation of Section 106 agreements, ensuring the development aligns with community and environmental obligations.
*
Coordinate and collaborate with internal teams (design, commercial, construction) and external consultants to ensure the development progresses in line with project objectives.
*
Monitor and manage project timelines, risks, costs, and quality, ensuring the project is delivered on time and within budget.
*
Build and maintain strong relationships with external stakeholders, including local authorities, planning officers, and other key community and regulatory groups.

Manage the procurement of contractors and suppliers, ensuring high standards of performance and compliance with contract terms.
*
Take the lead in ensuring that all regulatory, planning, and environmental guidelines are adhered to throughout the project.

Provide leadership and guidance to junior team members and support the development of a high-performance team culture.
Ideal Candidate:

A proven track record in development management, with significant experience in managing large-scale mixed-use schemes in London.
*
Strong experience with planning process, particularly navigating the complexities of Section 106 agreements.
*
Excellent understanding of the development lifecycle, from planning through to delivery, with a focus on managing projects in the planning phase.
*
Exceptional communication and stakeholder management skills, particularly with local authorities, planning bodies, and community groups.
*
Solid understanding of planning policies, regulations, and best practices within the London property market.
*
Experience managing large, complex projects and cross-functional teams, with a keen eye for detail and problem-solving.
*
Degree-qualified in a relevant field (e.g., Real Estate, Construction Management, Planning) and ideally a member of a professional body (e.g., RICS, RIBA, CIOB).

A proactive, hands-on approach with a strong ability to resolve challenges in a fast-paced environment.
