Job Title: Regional Housing Officer   

Location: Preston

Hours of Work: Full-time or part-time

We are looking for an experienced Regional Housing Officer who has strong office skills and preferably has a basic understanding of the Social Housing Sector. 

To ensure high-quality needs lead support is given to each individual with a wide range of needs.  Offering support with daily living and promoting independence where it is needed. This requires you to work closely with external agencies and your colleagues. 

Key responsibilities:

You will ensure all tenants within have a current, signed Assured Short-hold Tenancy agreement (AST) which includes services provided at the property
Facilitating and submitting tenants Housing Benefit application online and obtaining a reference number
In liaison with the credit control team who monitor all rent received for and the rent short-falls taking the necessary action to correct deficits.

Informing tenants of their responsibility for paying charges at the checking in stage of a tenancy. E.g. Council Tax, personal area utilities, TV licence and personal insurance, ensuring that the tenant receives and signs the rights to rent pack confirming that they accept and understand the terms.
Regularly visiting properties and being directly responsible for arranging planned and reactive maintenance checks.
Undergo Fire Risk Assessment training to be able carry out FRA inspections.
Deal promptly with cases of Anti-Social Behaviour
Liaise with appropriate external professionals in respect of tenants changing needs including support provider input
Inspect voids in order to arrange repairs and decorations for the re-letting of void properties
Ensure that re-lettings standards have been achieved through post works inspection as required.
Ensure that follow up visits are undertaken with new tenants within 8 weeks of tenancy commencement.
At times carry out property searches to identify appropriate properties for vulnerable adults.
Make regular visits to new and existing properties to ensure they are well maintained and fit for purpose.
Manage complaints and ensure they are dealt with positively and within an agreed time frame. Acting as a means of communication for tenants to ensure all issues raised with are referred to the appropriate support service and are promptly acted upon
Provide advice and support to tenants with regard to neighbour disputes, harassment and any other housing related occupancy issues e.g. security – to include liaison with third party agencies where appropriate e.g. police, support staff, social services etc
Visit schemes and tenants regularly to ensure property is maintained in good condition both externally and internally including organising necessary repairs, gardening and cleaning in accordance with property maintenance procedures
Ensure health and safety information is available for all fire, gas and electrical appliances in the homes
Review the cyclical and planned maintenance programme with the housing director being able to take the lead as instructed ensuring that the work is carried out to specification.
Identify and provide appropriate accommodations for vulnerable adults as when requested by the managing director
Respond sensitively and appropriately to telephone enquiries and pass on messages to the appropriate person where necessary.
Ensure work practices meet Health & Safety requirements and adhere to the Association’s Equality and Diversity policy.
Skills and experience

NVQ 4 or equivalent professional qualification in Housing or Property Services. (desirable).
Previous experience of supported housing management including property maintenance.
Knowledge of housing legislation and license agreements.
Able to communicate effectively both written and verbally at all levels.
Team player able to work with people from diverse backgrounds.
Numeracy skills.
PC literate, be organised, and able to prioritise tasks.
Be able to display an enthusiastic, caring, and non-judgemental approach.
Keen to develop and generate ideas to solve immediate and long-term needs and problems.
Ability to work flexibly.
UK driving license and access to own vehicle.
