Job Description

Here at United Living our refurbishment team is growing and we are on the lookout for a Senior Estimator to come and join us. We are looking for candidates that have experience of working within a main contractor on Social Housing refurbishment projects, partnerships and frameworks.

Our ideal candidate will already be managing individual tenders up to the value of £20m. 

Purpose

Lead role in producing competitive tenders and submissions of the highest quality to win work in varying market sectors to support the overall business strategy.

Specific Responsibilities

Ensure that United Living HSE&Q standards, operating processes, company policies and all legislative requirements are understood, implemented and adhered to at all times.
Ensure that the United Way of working is complied with and adopted into your daily disciplines.
Proactively taking a lead in preparing the quantitative aspects of tenders, PQQ and bid submissions. Oversee work completed by other members of the team.
Actively promote achieving an integrated approach to tender finalisation to ensure best bid solution for the region, working closely with the commercial and operations teams.
Assess contract conditions, provide advice on and quantify the risk to all relevant parties and offer workable solutions.
Responsible for effectively planning tenders to ensure timely and accurate preparation of tender documentation and pricing information resulting in a quality submission.
Prepare builders quantities from drawings and specifications.
Identify and investigate abnormal site conditions to ensure a full understanding of related risks.
Ensure effective team collaboration with the wider business, communicating with operations and commercial teams.
Work closely with the operational and commercial teams to develop and build relationships with the supply chain members, both existing and new.
Responsible for the development of cost models and predicted life cycle costs across the operation, working closely with the Business Development Team to analyse market benchmarks and internal cost/value data including performance mechanisms.
Communicate effectively and form relationships with both internal and external stakeholders.
Ensure tenders are produced effectively such as enquiries are sent to supply chain in a timely manner, supply chain quotations are compared efficiently and effectively and ensure compliance, prelim costs are prepared accurately, risks are identified and escalated, constraints are identified and managed.
Actively participate in the adjudication process, ensuring tenders are accurately prepared and presented as required.
Attend meetings such as mobilisation meetings, handover meetings, design meetings, bid meetings.
Ensure tender programmes, design information and methods of construction are developed with the Planning and Technical Teams.
Develop and improve I.T. systems for tendering.
Engage with supply chain to gain commitment and ‘best solution’.
Develop systems and procedures within the department with the senior members of the team.
Maintain and continuously improve commercial awareness.
Manage all of the People responsibilities for the team including undertaking and monitoring the completion of Performance & Development Reviews, supporting and coaching team members to achieve both individual and business objectives
Manage all employee related matters, liaising with People Services as necessary
Undertake continued professional development so as to keep you abreast of developments in the industry and thus keep you effective in your duties. Such activities would normally be undertaken outside normal working hours.
Deputise in the absence of the Estimating Manager attending meetings, preparing reports etc. as required.
Participate and assist with project work as directed in support of the departmental/business strategy.
Proactively involved with proposals to improve the estimating provision within the business.
Any other duties reasonably assigned.

Qualifications

Relevant Degree or equivalent
Minimum 5 years Estimator experience is required
Proven track record of winning profitable work
Good understanding of business development and the bidding market place
Advanced skills in Microsoft Office particularly Excel Estimating Software Packages
Good data interrogation skills
Organisation and project management skills, able to prioritise
Good knowledge of marketing and economic factors.
Flexible approach to working to meet tender deadlines.
Energetic, logical, and methodical.
Ability to work on own initiative and well as part of a team. 
Strong practical knowledge of construction work types and methods.
Good legal/contractual knowledge
Excellent communication, influencing and negotiation skills
Excellent communicator with strong interpersonal, presentation, influencing and negotiation skills.
Proven track record in the development of cost models and predicted life cycle costs.
Awareness of commercial aspects including standard forms of contracts (NEC, TPC2005, JCT, PPC2000), conflict management and dispute resolution.
Valid driving licence
