Senior HR Business Partner
To support the HR Manager (Children’s Social Care and Education) in the provision of an effective and professional HR Management Service.
To provide HR business support specifically to Children’s Social Care and Education and to communicate with a wide range of people, including trade union personnel, in the management of the Council’s/School’s workforce.
Main Duties:
1. Provide advice and guidance to Children’s Services/schools on the Council’s HR Policies and Procedures, conditions of service, employment legislation, codes of practice etc.
1. Advise and support managers/schools with disciplinary, grievance, capability, absence management and all other employment related procedures/practices as required.
1. Assist and support managers/schools in the investigation and preparation of the statement of case for disciplinary, grievance, dignity at work and sickness absence matters.
1. Advise, and support Children’s Service’s management and provide advice to schools in the recruitment and selection of staff, ensuring that the process is conducted in accordance with the relevant policies and procedures, including the protocols agreed with payroll, pensions, and the HR Transactional team.
1. Advise and support management/school’s when undertaking staff reviews and restructures and redundancy situations in accordance with the relevant policy and procedure. For Council posts advise should also include the impact on establishment and budgets and governance consideration.
1. Provide support and advice in the management of attendance, including the monitoring of sickness absence report and supporting complex and/or long-term sickness absence matters.
1. Undertake and participate in trade union consultations and negotiations as required.
1. Assist and support management/schools in the preparation and presentation at Appeal Hearings and support Legal Services with Employment Tribunals.
1. Assist in the preparation of establishment control forms and other reports as required in respect of staffing variations, etc.
