One of our local authority clients are currently recruiting for a Finance Team Leader. This is a temporary contract for 6 months with possible further extension based on budget and performance.

Main Purpose of Post/Job Summary

The post holder will be working closely with the Line Manager, Finance Leads, Data and Finance Co-ordinator and wider staff and will be instrumental to working closely with Hampshire County Council (HCC) colleagues to enable continued access to finance systems and processes for schools, as appropriate. The post holder will be resolution focused; delivery and result driven; and set to continuously improve.

The post holder will be also the key interface with the IBC, working with the Service Lead to ensure timely cost centre forecasting and that payments to schools and providers are accurate and timely. They will be providing challenge to HCC and others where necessary to achieve the best outcomes for schools, academies and providers. The post holder will be required to be creative, and solution oriented to achieve higher levels of performance.

Duties and Responsibilities

* Work collaboratively with your Line Manager, Business Delivery Team Leader, Service Leads and wider staff team to support planning processes in response to strategic and operational plans.

* Assist in monitoring budgets and funding streams, including the receipt of government grants, undertaking cost centre management and providing any relevant information as requested.

* Ensure that systems comply with required standards for audit (including funding from Home Office, Ministry of Defence, DfE and other external organisations).

* Coach and assist the cost centre manager with financial responsibilities in setting, monitoring and managing budgets. This includes supporting analysis of income and expenditure, income projection and supporting forecasting activity and providing relevant information as requested.

* Provide higher level financial management reports for strategic meetings.

* Ensure accurate production of financial performance management information is available on a monthly basis recording income and expenditure and overall balance as part of the forecasting cycle

* Assure the correct purchasing and procurement processes and best value practices are adhered to and in accordance with the Council’s policies

* Retain oversight of payments and charging in accordance with standard Council practices, including all BACS payments, invoice and cash payments.

* Review and check main payments.

* Support and troubleshoot with BDU issues.
