The Technical Services division encompasses Civils and Construction, Rail Operations, Signalling and Telecommunications (S&T), and Track Warning Services. Notably, RSSI stands out as the UK's sole provider of Track Warning Services.
The Managed Environments division offers Arboriculture, Ecology Services, Industrial Rope Access (IRATA), and Vegetation Management services.

RSSI has over 200 full-time employees and a large contingent workforce covering most of the UK. It operates from offices in Birmingham, Doncaster, Basingstoke and Cwmbran.
What will I be doing?
Our Head of HSQE will provide subject matter expertise, assurance, and support to the business, with a primary focus on continuous improvement in all areas of HSQE, and develop and maintain company policies, processes, and procedures. With a team to manage and develop, future growth is planned across the broader infrastructure market, with the current focus on the rail sector. In this role, you will lead all Health, Safety, Quality and Environmental (HSQE) services as required by a principal contractor within a 24/7/365 sector, which is a critical position focused on ensuring safety standards across various projects and sites.
In this role, you will lead and manage a team to deliver in all of the following areas:
Safety Management
Implementing and overseeing HSQE practices across the business
Identifying and developing specific safety processes and procedures for specialist services b provided by the business
Monitoring fatigue management and working hours to ensure proper planning of working patterns
Leading monthly safety reviews and coordinate safety briefings to teams
Carrying out investigations as required
Creating and maintaining HSQE project folders supported by the project team.
Regular site safety tours and inspections of company and client sites/projects
Compliance and Audits
Ensuring adherence to UK legislative frameworks and client standards
Conducting regular site visits to assess safety standards and practices
Performing internal audits and inspections to maintain compliance with industry regulations
Performing external audits on supply chain where deemed appropriate
Managing audit requirements for RISQS, ISO, sector accreditations and client audits with the support of your team
Implementation and continuous improvement process aligned to the RM3 model
Client & Subcontractor Interaction
Liaison with clients, including Network Rail, to understand project requirements and safety expectations and attend any client/industry safety forums
Providing professional health and safety advice to project teams on matters affecting the portfolio of projects
Acting as the single point of contact for day-to-day site health and safety matters with regulatory bodies such as the Office of Rail and Road (ORR), HSE etc.
Supporting the bid and commercial team in responses required for bids and tenders
Ensuring all subcontractors are briefed and aware of relevant company processes and procedures, along with any reporting requirements
Safety Initiatives
Developing and leading safety initiatives to improve overall health and safety performance
Coordinating health & safety activities across projects/divisions and maintain effective liaison with other clients to ensure we are a leading supplier/subcontractor in relation to safety
Promoting best practices and lessons learned through periodic meetings with contracting organisations and clients
Ownership of technology including Artificial Intelligence (AI), mobile applications and HSQE systems
What experience would we like you to have?
To be considered for interview your experience and application should demonstrate:
5 years experience in a similar role
Sound knowledge and experience of Principal Contractor Licence requirements
Conducting root cause investigations and liaising with all stakeholders
Experience of client management interaction
Knowledge within sustainability and environmental, and of CDM regs
NEBOSH Diploma or NVQ 5/6 or equivalent
CMIOSH or Grad IOSH or equivalent
ISO Standards 9001, 14001, 45001;
PTS
Full UK driving licenceThis role requires a comprehensive understanding of rail industry regulations, strong leadership skills, and the ability to implement effective safety initiatives, including behavioural safety, fatigue management and site reporting.
