Head of Perioperative Services

Job purpose
* The Head of Perioperative Services is a key member of the Surgery Division Management Team, responsible for the operational management and delivery of clinical and professional standards within perioperative services. Perioperative services include theatres, anaesthetics, critical care, decontamination and sterile services, admissions and pre-assessment across the Trust sites
* Oversee the professional and clinical leadership for all non-medical teams working in theatres; ensure the delivery of safe, effective and responsive high-quality services in accordance with agreed national and local operational and strategic objectives, quality standards and resource constraints
* To be a highly visible, accessible and proactive leader ensuring the achievement of optimal performance, including agreed clinical and financial outcomes
* To develop and lead the implementation and communications of a strategic workforce and capacity plan for perioperative services, working closely with the Clinical Leads for timely resource planning decisions
* The post holder is expected, on a rota basis, to undertake a Duty Manager role, responsible for managing patient flow across the site and ensuring emergency access standards are achieved, ensuring colleagues across divisions are allocated relevant actions, as necessary
Main duties and key responsibilities
Operational management and leadership
* To act as a credible and visible role model, ensuring continuous improvement in care standards and service and promoting effective multi-disciplinary team working to improve care pathways.
* Be responsible for the delivery of Quality and Governance strategies. Monitor clinical standards and ensure clinical guidelines and care pathways are developed in line with evidence based practice and implemented in line with national guidance.
* Provide clear, consistent leadership and specialist advice on professional issues, in conjunction with the clinal leadership teams, and developments, ensuring compliance with statutory legislation, national recommendations and best practice.
* Support, encourage and empower staff to positively influence care provided for patients and the environment in which it is delivered.
* Manage conflict promptly and effectively, promoting effective and transparent working relationships at all levels.
* Ensure high levels of compliance with hand hygiene and uniform wearing, in accordance with Infection Control standards and policies.
* h) Be responsible for own development needs and maintain professional registration, as appropriate.
Communication / relationship Skills
* Communicate service-related information to senior managers, staff, external agencies, that may require negotiating, persuasive, motivational and reassurance skills.
* Receive and produce high quality verbal and written reports and board level papers as required to gain organisational commitment to developments across the Division. Give formal presentations, manage and reconcile conflicting views where there are significant barriers to acceptance or understanding.
* Promote a positive image of the Division both externally and internally.
* Contribute and lead on the development and delivery of divisional and corporate objectives and statutory obligations.
* Build effective and collaborative networks with other departments to support efficient patient flow.
Analytical, planning and organising
* Responsible for the day to day efficient and effective operational management of designated area, both in and outside of normal hours, linking appropriately with multi-disciplinary staff in all matters affecting the delivery of core services.
* Responsible on a duty system basis for managing the acute site at East Surrey Hospital, ensuring patient flow is maintained and access standards are achieved and participate in the Trusts Management on-call rota.
* Lead on and/or support the Chief of Service, Divisional Director and Divisional Chief Nurse with the development and delivery of a strategic vision and ensure service changes meet internal and external expectations and standards.
Patient / Client Care
* Ensure services are compliant with good practice standards and local Standard Operating Procedures designed to prevent avoidable harm, including Never Events developed, implemented and enforced.
* Identify opportunities for service redesign, focusing on a patient centred approach to delivery; work to develop and lead plans to improve and develop services.
* Be alert to changes in practice and/or behaviours and patient expectations, taking these into account when planning potential impact on service delivery.
* Investigate processes and define root cause problems in order to make service improvements in line with Trust strategy and modernisation initiatives.
* Actively support the Chief of Service/Clinical Leads with the creation of an environment that is responsive to the changing needs and strategy of the Trust, changing patterns of healthcare and healthcare commissioning.
Qualifications
Educated to Masters level, or ability to demonstrate comparable experiential learning
Experience
Extensive and demonstrable operational management experience at a senior level in the Health Service, with previous experience of effectively managing and leading large groups of staff.

Demonstrates a high level of competency for numerical and data analytical skills.
