MMP Consultancy is seeking a Quantity Surveyor to join an Investment Planning & Commercial team on a permanent basis on behalf of a Local Authority based in Hampshire. The salary for this role is £53,453 per annum and can be worked on a hybrid basis.

In this role, you will be responsible for managing the commercial activity across the planned investment programmes in the Southeast, South Central, and South West regions, with some travel required.

As a key member of the team, you will monitor expenditure, manage cash flow forecasts, prepare financial statements, calculate monthly payments and accruals, and oversee interim and final accounts, ensuring compliance with relevant policies and good practice.

Your role will also involve maintaining excellent customer service by collaborating with internal and external stakeholders, including delivery partners, suppliers, and consultants.

Key Responsibilities

Monitor and manage commercial activity across planned investment programmes
Prepare and manage cash flow forecasts, financial statements, and payments
Develop, issue, and manage performance reports
Negotiate costs and contract terms with contractors
Oversee contractor delivery of multi-disciplinary projects, ensuring compliance with Health & Safety regulations
Provide regular updates to the Senior Quantity Surveyor on project progress
Work effectively with both internal teams and external stakeholders to ensure the successful completion of projects
Ensure all work complies with current legislation and regulations, including CDM and Health & Safety requirements
Provide accurate, clear communication both in writing and face-to-faceRequirements:

Extensive experience in quantity surveying within a similar environment
Proven ability to deliver excellent customer service
Experience with cost management, framework contracts, and using schedules of rates for commercial contract management
Expertise in developing, preparing, and issuing performance reports
Strong negotiating skills with contractors and suppliers
A sound understanding of building construction, repair techniques, and relevant regulations
Knowledge of CDM regulations and Health & Safety legislation
Clear and accurate communication skills, both written and verbal
Excellent planning, organisational, and time management abilities
Experience overseeing contractors and ensuring Health & Safety compliance
Strong IT skills, particularly in Microsoft Office (Excel, Word, PowerPoint), and experience with housing/property management systems
Experience in programme delivery and financial monitoring
Ability to work autonomously and as part of a remote team
Strong reporting and monitoring skills, ensuring regular updates to the Senior QS
