Purpose of Job

The main purpose of the Governance & Procurement Officer role in Parking is to effectively assist in large-scale procurement projects within Parking, to ensure the department gets value for money from its procurement exercises. This will require, implementing a strong contract monitoring processes, creating, and reviewing existing KPIs and metrics for each contract and monitoring these utilising Power BI.

Main duties and responsibilities

Plan and assist in tender evaluation stages of procurement exercises. Planning and running moderation sessions. Designing tools, templates and processes that lead to coherent tender scores and comments that can be relied upon when drafting tender award/feedback letters.
Designing and implementing a system of monitoring and accountability that ensures that managers are properly recording all necessary contract and financial information on the relevant Council systems

Using communication channels within the department to spread awareness of the Council’s new policies on Social Value (drafting items for news bulletins, attending team meetings etc).4
Developing ways to improve the visibility of commercial data and its utilisation in decision making/service improvement.
Contract 

Initial 3 to 6 month contract with the opportunity to extend 
PAYE via Umbrella 
Monday to Friday 9am to 5pm 
1 day per month in the office
