Job Title: Rail Property Project Manager
Reports to: Head of Rail Projects
Locations: UK but will need to attend Birmingham office couple times per week
Role Overview
The Rail Property Project Manager is instrumental in overseeing construction projects across rail properties, ensuring they are completed safely, on time, within budget, and in alignment with Group Property governance standards.
Key Responsibilities
Project Governance & Oversight
Develop a Property Project Management Governance structure in line with Group Property PMO standards.
Ensure projects adhere to best practices in design, procurement, safety, and compliance, while meeting budget and timeline requirements.
Create and maintain a Project Cost Summary and monitoring process to manage project budgets within approved CAPEX limits; promptly report any variances and propose solutions.
Project Execution & Delivery
Track project milestones, identify issues, and initiate corrective actions as needed.
Oversee the construction phase to ensure timely and cost-effective project completion.
Monitor and support consultants in adhering to cost control and client-agreed change procedures; review financial submissions and provide recommendations.
Ensure quality and performance standards are met, managing all required documentation (e.g., warranties, health and safety files).
Maintain a Contractor Performance List for future project evaluations.
Reporting & Meetings
Compile and submit monthly WIP (Work-in-Progress) reports for Group Property and relevant TOC Executive Teams.
Actively participate in project-related meetings, embracing Group Property policies and procedures.
Stakeholder & Procurement Management
Collaborate with TOC and Group Procurement Teams to ensure contracts are efficiently procured, meeting required quality standards.
Build productive working relationships with TOCs, facilitating project decisions and securing necessary resources.
Align Project Management Strategy with industry standards (e.g., NPS, NR Asset Scoring) for maximum industry benefit.
Liaise with stakeholders, including Network Rail, ORR, and DfT, to align on project goals and industry standards.
Professional Development
Maintain and update professional knowledge to effectively manage and monitor the performance of third-party suppliers.
Person Specifications
Minimum of 5 years' experience in property project management, ideally within the rail sector.
Preferred Chartered Member of a relevant Professional Institute (e.g., MCIOB, RICS).
Strong interpersonal skills for effective communication across all business levels
