Job Title: Head of Learning Disabilities Services

Location: Glasgow, with regular travel to all services

Contract Type: Full Time (35 hours), permanent

Salary & Benefits: £46,845 + 5% employer pension contribution

Supervisor: Chief Executive

Supervisee(s): Interim Service Manager, Service Coordinators (x 2), Employability Lead

Full time working 35 hours per week - position available on permanent basis – based in across Glasgow.

21 HSC are currently looking to recruit a Head of Learning Disabilities service for a charitable organisation based in Glasgow. The service provides support and development service to adults (16+) who are living with a learning disability or have additional support needs.

Role Purpose:

The Head of Operations (Learning Disabilities) leads the delivery of Unity’s Learning Disabilities (LD) services, driving high-quality, person-centred outcomes for our service users. They are a subject matter expert in learning disabilities and ensure robust processes, policies and procedures exist and are followed at all times, regularly reviewing and updating these. As our regulatory lead they ensure our LD services operate in a safe and compliant manner for staff and service users alike. The Head of Operations (Learning Disabilities) is a member of the senior leadership team and plays a key role in shaping Unity’s development and growth.

Key Responsibilities & Accountabilities:

* Cultivate a positive culture in line with Unity’s values where staff are supported and developed, leading by example at all times.

* Accountable for all operational matters across Unity’s LD services, ensuring appropriate policies, procedures and practices are in place and adhered to at all times.

* Accountable to the Care Inspectorate, ensuring regulated services operate in a safe and compliant manner.

* Accountable as Unity’s safeguarding lead, ensuring appropriate systems and processes are in place, that staff receive regular training and all safeguarding concerns are managed in an appropriate and timely manner.

* Responsible for working with managers and coordinators to create service development plans, which have clearly identified goals and expected achievements.

* Responsible for quality assurance and evaluation of our LD services.

* Responsible for nurturing productive partnerships with key stakeholders, including HSCPs, local authorities and other funders.

* Responsible for representing Unity on national and local forums, raising the profile of Unity and our LD services, and influencing changes to policy that will benefit those we support.

* Responsible for leading Unity’s Policy Working Group, ensuring the charity has a complete suite of policies which are regularly reviewed, updated and added to as necessary.

* Maintain an expert knowledge on policy and legislation relating to Unity’s areas of operation including, but not limited to: Social Care (Self-directed Support) (Scotland) Act; Adult Support and Protection (Scotland) Act; Children & Young People (Scotland) Act; Adults with Incapacity (Scotland) Act, the Carers (Scotland) Act, GIRFEC; the United Nations Conventions on Rights of the Child (Incorporation) (Scotland) Act; GDPR, Health & Safety at Work, Keys to Life and Scottish Government Employability pipeline, monitoring regularly for relevant changes and ensuring this is understood by all staff.

* Responsible for supporting the Head of Operations (Carers & Business Development) in their role as Unity’s business development lead, contributing to the development of business and implementation plans for new ventures, and in the completion of funding applications and tender submissions.

* Represent Unity on strategic partnership forums and meetings, contributing effectively and representing the views of our service users and Unity’s values.

* Maintain an effective knowledge of the Scottish social care sector, identifying and exploring potential new opportunities for Unity to grow.

* Promote the SSSC code of practice, ensuring that all staff uphold the principals of the framework.

* Responsible for presenting operational data, analysis and achievements to the Unity Board of Trustees and to other external and internal stakeholders.

* Play an active role in developing and delivery of Unity’s long-term strategy and annual business plan, and ongoing oversight of Unity’s operational performance and effectiveness as a member of the senior leadership team.

* Support the identification of potential funders and preparation of funding applications.

* Maintain a sound understanding of charity finance best practice.

* Undertake such other work to support Unity as agreed by the Chief Executive.

Essential/Desirable Skills and Attributes:

* It is essential to have a driving licence and access to a car for business use.

* It is essential to possess ILM Level 5-7 (or equivalent) or willingness to work towards this.

* It is essential to have SVQ 4 Care Services Leadership & Management SCQF Level 10 (or equivalent).

* Must be registered or willing to register with the SSSC as a registered manager.

* A minimum of 10 years’ experience in a senior position overseeing the operational delivery of services for adults with learning disabilities.

* Experience of leading a team/project/service.

* Experience of establishing and maintaining strategic partnerships with external stakeholders.
