Working on behalf of a Local Authority, Aatom Recruitment has a new opportunity for an Interim Commissioner on a 4 months contract with a possibility of further extension.

1 Job purpose:

To act as project leads for identified pieces of work. This will involve coordinating the work of colleagues within the Council, and partners externally.

The Commissioning Officers:
⦁ will bring together the needs analysis, policy and strategy intentions, and procurement options to develop business cases.
⦁ will be responsible for ensuring reports are prepared for the correct governance boards and for then ensuring action is taken on the decisions made.
⦁ will also be responsible for the review of projects to ensure that the anticipated outcomes were achieved.
⦁ may be responsible for leading on the development of specific strategies, or discrete pieces of commissioning.
⦁ will be responsible for ensuring that all commissioning is undertaken within the spirit of self directed support and Personalisation.

2 Principal duties and responsibilities:

⦁ To act as project leads and ensure the implementation of agreed commissioning activity as directed, using the Commissioning Framework. This will involve coordinating a project team, developing the documentation, reporting to governance boards and reviewing the impact of activity.
⦁ To work within Lead Commissioner led programmes of work on the development of options appraisals against identified needs. As part of this work to collaborate with stakeholders including senior colleagues both within the Directorate and across the organisation.
⦁ To ensure full consultation on options for service delivery which take into account where appropriate opportunities for co production.
⦁ To use an outcome based approach with existing and potential providers to devise detailed service specifications which ensure clarity of purpose and agreement on how Councils investment is to be used and monitored. This will involve working with procurement and finance colleagues.
⦁ To keep informed of national and local initiatives or policy changes to ensure that all commissioned services are evidence based and meet the identified needs of citizens.
⦁ To work with selected providers on an investment based model rather than that of traditional funding/grant giving to enable creativity in the delivery of the commissioned service. To provide guidance and support to providers where appropriate.
⦁ To retain a dynamic relationship with providers over the course of the contract to identify potential opportunities for savings and re-investment. To oversee review of progress against agreed outcomes.
⦁ To ensure that all commissioned activity is within budgetary agreements and to be responsible for highlighting variances and provide proposals for corrective action.
⦁ To contribute to the JSNA refresh annually and commissioning strategies in designated specialist areas.
⦁ To participate in strategic reviews of services led by senior commissioners to inform service planning and transformation.
⦁ To participate in partnership and user fora and work alongside senior colleagues to promote a culture of positive commissioning.

Experience of Childrens Social Care is essential
Specific experience within Childrens or Education commissioning
Demonstrable experience of commissioning including service design and implementation is required
