The role holder:

Programme leadership: Lead and manage the delivery work within the Product Line, coordinating and integrating delivery from multiple Product Teams ensuring successful delivery within budget, timescales, and quality standards.

Technical delivery: Oversee the design, deployment, and maintenance activities of the Product Line through internal suppliers (DTD&I and DTS) and external suppliers, effectively identifying and communicating business requirements.

Integration: Collaborate with other Product Line teams and value streams to ensure integration and optimal utilisation of IT resources across the digital services organisation to deliver to the agreed roadmap.

Supplier management: Develop and maintain strong relationships with internal and external suppliers.

Team leadership: Manage a team of Product Delivery Management professionals, providing guidance, mentorship, and performance management and provide resource requirements to support appropriate sizing

Communication: Develop and maintain project documentation to ensure clear communication of delivery status to stakeholders in Product Line, Value Stream, IM&T and programme.

Financial management: Manages IT expenditure, ensuring that all IT financial targets are met and examining any areas where budgets and expenditure exceed their agreed tolerances.  Assists with the definition and operation of effective financial control and decision making, especially in the areas of service, projects and component cost models and the allocation and apportionment of all incurred IT costs

Management of budget within the area of delivery scope assigned – the technology delivery programme / project or platform / product area.

Competencies

Knowledge:

Programme and project management, specifically relating to technology delivery

Cyber Security

Foundational digital technologies – network, hosting, end user, printing, conference and AV capabilities, fixed line telephony

Service management processes and delivery

Financial and resource management

Communication and relationship building

Skills:

Technical Understanding: While in-depth expertise isn't required, a solid grasp of core IT areas like network design principles, basic network equipment functions, and common hosting solutions is essential.

Vendor Management: You'll need strong communication and negotiation skills to manage relationships with vendors (internal and externa) for network installation, internet service providers, telephony providers, and office equipment suppliers.

Project Management Skills: Delivering IT products on time and within budget is crucial. This requires excellent planning, scheduling, resource allocation, and risk management skills.

Stakeholder Management: Effectively communicate with various stakeholders, including product users, customers, other Product Line leadership, other product line teams, and digital services senior leadership, to ensure everyone's needs are considered and expectations are managed.

Budget Management: You'll be responsible for creating and adhering to a Product Line budget, overseeing vendor quotes, and managing any unforeseen costs.

Integrated planning: Ensure seamless delivery and deployment of Product Line features to end users including any associated data migration, cutover, and change management activities.

Requirements management: Create clear and concise documentation outlining the new IT requirements to support effective delivery by suppliers.

Qualifications:

Prince2 or similar programme management qualifications or demonstrable experience

SAFe or similar agile delivery qualifications or demonstrable experience

Role Title for Market: Product Line Delivery Lead

This role in a nutshell:

This role reports to the Product Line Manager and owns the delivery of Product Line technical capability to business users, ensuring integrated plans across the Product teams and between Product Lines to deliver the right capability at the right time in the right way.

What you will deliver:

Design the Product Line delivery team: Collaborate with stakeholders to design a fit for purpose Product Line delivery organisation with appropriate skills and capacity to meet the requirements of the Product Line roadmap.

Scope and source internal and external delivery partners: Work with the Product teams to understand 3rd party support required to design, build, delivery, and run the products and engage internal suppliers (through DTD&I) and external suppliers (through the digital partner network) to support Product Line roadmap delivery.

Understand Product Line requirements: Work with the Product teams and business users to understand Product requirements and develop clear statements of work for internal and external suppliers to support implementation delivery.

Develop Product Line delivery plan: Work with Product teams to understand the business requirements and develop a plan of activity for each Product to align internal and external delivery partners with.

Monitor and control delivery: Establish governance including external or internal suppliers to capture project performance, progress, plans, and problems that require support.

Stakeholder engagement: Establish strong stakeholder relationships across IT, the programme, and our internal customer teams (engineering, manufacturing, enabling functions) to understand requirements and clearly communicate progress.

Within your first 6 months you will:

Establish the team including confirming the roles and numbers required to enable Product Line delivery.

Work with customers to understand requirements, develop and prioritise the backlog, and create and communicate a Product Line roadmap to support business engagement and alignment.

Engage with other enabling function leads, engineering, manufacturing, services, and system of systems leads, establish a regular cadence of interaction and ways of working that allow for sharing of understanding and plans across the business.

Implement appropriate systems to control the flow of work ensuring that the right things are delivered in the right way.
