We are looking for a dynamic, experienced, innovative and highly motivated professional with strong communication, organisational and leadership skills to be part of our corporate Learning and Development (L&D) Team.

You will be supporting the Learning & Development Team Manager by shaping the strategic direction and taking the tactical leadership of nominated areas of responsibility, providing a high quality, effective and efficient strategic L&D service to the People and Culture Directorate, Strategic Leadership Team, managers, employees, Elected Members of the council that meets organisational priorities, transformational change aspirations and service area requirements.

The postholder will be ensuring that our learning and development offer aligns with our organisational values and behaviours; national strategy/policy/best practice; is responsive to the learning and development needs of our workforce; based on what matters to people.

This will include:
• Line management responsibility of up two Learning & Development (L&D) Advisers
• Designing, delivering and leading on programmes of learning
• Leading on specific projects within the team such as our leadership and management training offer, mandatory training programme, equality and diversity, safeguarding, career pathways, quality improvement etc relevant to the service need at the time.

Who are we looking for?
We are looking for an individual who has experience in delivering practical workforce development solutions. You will also need to have:
• Substantial experience in designing, delivering and evaluating learning programmes
• Significant experience of in developing leadership programmes across all levels from supervisor to Heads of Service.
• Outstanding project management and prioritisation skills
• Able to work to very tight deadlines and deal with ever-changing demands
• Excellent communication skills, particularly the ability to manage demanding and challenging discussions sensitively and effectively, and the ability to write concise and clear documents.
• Experience in learning & development, including identifying workforce development needs, developing and implementing workforce development plans, evaluating impact and measuring effectiveness.
• An inclusive people-orientated approach and to be enthusiastic and positive about helping others develop to achieve their potential.
