Job Overview:

A Midlands-based Council is seeking three experienced Strategic Business Partners to take on high-level financial leadership roles. The three roles focus on specific areas: Children’s Finance, Adults Finance, and Growth and City Development Finance. Each role will be integral in driving financial planning, strategy, and resource allocation in alignment with the council’s objectives, ensuring effective delivery of services across key sectors.

The ideal candidates will have strong financial expertise, strategic vision, and stakeholder management skills to influence and deliver key financial outcomes. Working in a hybrid model, these positions offer flexibility with the opportunity to shape the future of public services through impactful financial leadership.

Key Responsibilities:

* Strategic Vision and Leadership: Develop and communicate a clear strategic financial vision that aligns with the goals of the sector (children’s services, adult services, or growth and city development).

* Financial Acumen: Lead financial planning, budgeting, and resource allocation processes to ensure optimal use of funds and sustainability across services.

* Policy and Regulatory Expertise: Provide in-depth knowledge of regulatory frameworks governing the respective sectors (social care, education, or city development).

* Stakeholder Management: Build strong working relationships with key stakeholders, including local authorities, service providers, and community groups.

* Data Analysis: Analyze and interpret financial data to support strategic decisions and improve service delivery.

* Change Management: Lead and manage change initiatives, ensuring adaptability to new regulations and evolving service demands.

* Communication & Negotiation: Advocate for financial resources effectively and negotiate with various departments to support service priorities.

* Team Leadership: Lead, mentor, and develop high-performing finance teams to achieve service excellence.

* Problem-Solving and Innovation: Develop innovative financial solutions to complex challenges.

* Empathy and Ethical Leadership: Commitment to ethical practice with a focus on the well-being of service users.

Minimum Requirements:

* Proven experience in strategic financial leadership, particularly in local government or public services.

* CCAB Qualification

* Expertise in financial planning, budgeting, and resource allocation.

* In-depth understanding of relevant regulatory frameworks.

* Strong stakeholder management and communication skills.

* Experience in leading change management initiatives
