Strategic Transport Modelling Manager

£56,481 per annum – Grade 10

Leeds / Hybrid

Full time / Permanent – 37 hours per week

We currently have a vacancy for a Strategic Transport Modelling Manager to join our Research and Intelligence Service.

You will provide leadership to the organisations program of transport model development work playing a key role in the specification of the modelling components of major transport scheme business cases – with a particular focus on those relating to Mass Transit and a reformed West Yorkshire bus network - whilst leading the development of the Combined Authority’s longer term modelling work plan.

You will join the organisation at an exciting time for major scheme development and you will play a key role in further building on the progress we have made in modelling appraisal specification development for our exciting mass transit investment package and the franchising of the bus network as well.

The Role

Reporting into Head of Research and Intelligence, your key responsibilities will include:

*

Responsible for the development and management of the Combined Authority’s transport modelling function providing leadership in the design, specification and commissioning of key modelling tools required to support major transport programmes through to outline business case stage.

*

Responsible for managing key interfaces on transport modelling with DfT, TfN and HMT developing our partner and client relationships with these key partners to ensure that the model specification and development needed to support major Combined Authority transport schemes is agreed and endorsed by central government.

*

Build strong and trusting partnerships with local authorities, businesses, and Government to ensure that the Combined Authority’s modelling tools are robust and fit for purpose and that the Combined Authority is effectively represented on local and national decision-making groups.

About You

You will have the following key skills, attributes, education and experience:

*

Extensive practical experience of the design and application of transport modelling techniques with significant appreciation of the role and application of differing modelling typologies at each stage of the 5 cases business model.

*

Strong communication skills with the proven ability to influence, negotiate and challenge.

*

Experience of making compelling business cases / reports to a range of audiences.

*

A significant and deep understanding of the HMT 5 cases business model with proven expertise in the economic case elements.

*

Experienced in forming and developing effective senior level working relationships with Members, Government and partner organisations to achieve the best outcomes for the organisation.
