We are seeking a talented and experienced Financial Services Manager to join our senior finance team and support our Section 151 Officer in leading the council's financial strategy and governance.
The Role
As the Financial Services Manager - Deputy Section 151 Officer, you will play a pivotal role in managing the council's financial performance and ensuring statutory compliance. This is an excellent opportunity for an experienced local government finance professional to lead on budget management, financial reporting, and strategic financial planning.
You will act as the deputy to the Section 151 Officer, providing expert financial advice to elected members, senior officers, and external stakeholders. Additionally, you will lead on critical projects, including medium-term financial planning, service transformation initiatives, and managing financial risks.
Key Responsibilities
* Deputise for the Section 151 Officer in their statutory duties.
* Lead the preparation of the council's Medium-Term Financial Strategy (MTFS).
* Ensure robust budgetary control, financial forecasting, and reporting systems.
* Provide expert financial advice to support decision-making across council services.
* Lead on audits, governance, and compliance with statutory and regulatory requirements.
* Oversee financial strategy in line with the Local Government Act 2003.
* Manage and develop a high-performing finance team.
* Engage with elected members and external bodies to ensure transparency and accountability.
About You
Essential Skills and Experience:
* Fully qualified accountant (CIPFA, ACCA, CIMA, ICAEW) with a strong local authority finance background.
* Proven experience in a Deputy Section 151 or senior finance management role within a public sector or local authority setting.
* Extensive knowledge of local government finance frameworks, regulations, and funding mechanisms.
* Strong leadership and team management skills, with a track record of delivering service improvements.
* Excellent analytical, problem-solving, and communication skills, capable of working with both technical and non-technical stakeholders.
* Ability to lead on strategic financial planning and risk management in a complex public sector environment.
