Salary: £49,083- £51,093 per annum (inclusive), Grade 12
The Role
The Commissioning Alliance delivers a pan-London housing standards & inspection service which regularly inspects Temporary Accommodation, focusing on Bed & Breakfasts and Studio Apartments which are used to house vulnerable people/families.
The aim of the service is to ensure quality across the sector and to ensure the standard of accommodation meets minimum requirements. The Service is currently used and supported by 29 of the 33 London Boroughs and is delivered by the Commissioning Alliance.
The Setting the Standard Inspection Officer Inspection Officer’s role is to inspect TA properties and work with accommodation providers to ensure that property conditions and standards are improved, maintained, and award a STS Grade to the London-wide agreed standard. The purpose of the service is to ensure that properties are safe and suitable for occupation by homeless families and vulnerable individuals. Officers are expected to develop and maintain relationships with Local Authorities and Accommodation Providers.
Candidates will be expected to travel within London to undertake property inspections in addition to other duties from an Ealing council office or from home. Candidates should be in possession of a full driving licence.
This is full time post, applicants are expected to work a 35-hour week, with scope for some flexibility. Secondments are welcome.
This role is subject to Ealing Council’s enhanced vetting process.
Skills and Qualifications
* A Degree or Diploma in Environmental Health approved by the CIEH Environmental Health Registration Board, or at least 2 years relevant experience working in a Local Authority Private Sector Housing Service.
* A Recognised HHSRS Assessors training Certificate or qualification.
* Broad experience of inspection and understanding of enforcement in Private Sector Housing, including HMOs in a local authority context or relevant and appropriate transferrable skills.
* Experience of inspection and enforcement in the Privately Rented Sector in a Local Authority setting or similar context.
* Broad experience of inspection in Temporary Accommodation Housing in a Local Authority context or relevant and appropriate transferrable skills.
* Experience of making presentations and briefings to management and other colleagues within the Council.
* Experience of developing and managing relationships with the Local Authority Temporary Accommodation and Private Sector Housing Teams.
* Sound practical and theoretical knowledge to carry out the duties of a Housing Inspections Officer.
* A detailed level of knowledge of Private Sector Housing procedures and current and relevant Housing legislation.
* An understanding of Setting the Standards Temporary Accommodation Housing Guidelines.
* Able to prioritise own activities, to be well organised and motivated and to work to performance standards, targets and deadlines.
* Ability to promote and foster team working, according to the flexible demands and objectives of the service.
* Ability to communicate clearly in writing and verbally for the purposes of acting as an authorised officer, dealing with enquiries and complaints, giving professional advice and opinions, explaining statutory requirements, and giving and seeking information.
