Job Description: Planning Enforcement Officer
Location: CV11 5AA
Pay Rate: £45.00 per hour (PAYE)
Service Unit: Democracy, Planning and Public Protection
Start Date: ASAP
Employment Type: 5 Month Temporary Contract with the possibility of an extension
Job Purpose
To provide a professional and responsive planning enforcement service as part of the Development Control Service. The role supports the enforcement of planning regulations by statutory duties, service plans, council policies, and performance targets.
Key Responsibilities
Investigate complaints and alleged breaches of planning control, including site visits and interviews.
Maintain accurate records of enforcement activity and site inspections.
Provide advice and updates to the public, alleged offenders, and internal stakeholders.
Draft and serve enforcement notices such as:
Planning Contravention Notices
Breach of Condition Notices
Temporary Stop Notices
Enforcement Notices
Conduct interviews under caution (PACE).
Attend and give evidence at planning inquiries, hearings, and court proceedings.
Support Development Control Team and other corporate project work as needed.
Requirements
Essential Experience
Recent and relevant experience within local government or public service.
Proven experience in planning enforcement activities.
Essential Skills
Knowledge of investigative procedures and evidence handling.
Excellent communication and report-writing skills.
Proficiency in Microsoft Office (Word, Excel, etc.).
Ability to read and interpret plans.
Ability to manage workload, prioritise tasks, and meet deadlines.
Clear understanding of the Police and Criminal Evidence Act 1984 (desirable).
Qualifications
Level 2 qualification (GCSEs or equivalent) in English and Maths.
Planning or enforcement qualification (desirable).

Holds a valid UK driving license and has access to personal transport.
Special Conditions of Service
This role is covered by the Fluency Duty for public-facing roles.
Level 1 car user - travel required within the borough.
May involve working unsociable hours to meet service needs.
