Department Function The Technical and Design department provides tools and guidance to the business, including standard house types, construction specifications and construction details. The guidance can be formal, such as documents like “Our Approach to Placemaking” and help given through the technical feedback forum, or it may be more ad hoc, with a simple phone call or visit to site to discuss an issue. The T&D team is also involved in the leadership of TW, through tactical or strategic interventions such as the development of a new house-type range, improving our groundworks design or running training programs for our design and technical staff. The T&D team also have a part to play in building the TW community, through events such as the Technical Directors conferences, the Design Competition, and the Design Leads conference. 

Job summary/Purpose Deliver the highest quality designs and most commercially viable planning permissions by supporting the Planning team with designs and supporting information required for the preparation and submission of planning applications. 

Please be aware this is a this is fixed term contract covering a maternity period for up to 15 months dependent on availability for start date.

Primary Responsibilities H​​ealth, Safety & Environment 

Competently implement CDM/EMS, identifying foreseeable risk in designs and taking action to design risk out, in line with company policy. 
Discharge the Designers responsibilities under CDM regulations 
Fully understand the CDM/EMS regulations and demonstrate a working knowledge of how these should be incorporated into designs. 
Ensure CDM/EMS site start processes and site close out procedures are followed and recorded. 
Maintain a good understanding of environmental/ecological constraints to development and ensure that appropriate mitigation is undertaken to allow development to proceed in line with the Regional Programme.  Land and, Planning & Community Engagement 

Responsible for providing accurate technical information to support Planning team with the preparation and submission of planning applications where technical design input necessitates, including S73/S96a applications.  
Input into house type design feedback forum. 
Ensure the design of schemes is compliant with all external requirements (Building Regs, TW Technical Bulletins, NHBC etc). 
Input into LEADR/ Site Specific Environmental Action Plans / CDM / Health and Safety / Environmental issues. 
Arrange for the preparation of all working drawing requirements –residential and non-residential uses - and supporting information for issue to Commercial Department for tendering purposes in line with agreed Programme, utilising external consultants where appropriate.  Pre-Development Management  

Produce Site Layouts and Design Packages for both Planning and Building Regulation approval processes. 
Management of external consultants to ensure information is received, checked, coordinated, and distributed on time and within budget. 
Attend and contribute at concept, pre-tender, pre- start, specification and any other relevant milestone meeting as required under the Company’s Framework procedure and PMIP. 
Ensure the designed scheme is viable, liaising with internal colleagues to ensure the scheme meets BU requirements. 
Implement the department’s Quality Management Process to ensure Design information meets the expectations of the business. 
Arrange, co-ordinate and manage all design meetings with other departments in a timely and efficient manner, ensuring all relevant action points are noted and recorded. 
Liaise and negotiate where necessary with Statutory Authorities, Local Planning Authorities, Highways, Consultants etc. to ensure projects achieve the set objectives and programmes. 
Liaison with sales department in procurement of accurate sales presentation drawings. 
Preparation of working drawings and ancillary details for site variation and bespoke units. 
Maintain fee trackers and prepare cost movement reports monthly. 
Review and comment on any tender queries promptly, advising on the technical suitability of any value engineering proposals. 
Maintain records of design changes/value engineering incorporated into finalised designs. 
Undertake detailed assessment and approval of all supporting suppliers and manufacturers information. 
Clear all Building Regulation conditions to ensure CML’s can be delivered in line with regional targets and budget. 
Prepare, submit, and secure Building Regulations Approvals for developments. 
Ensure the preparation of comprehensive, coordinated working drawing packages for tender and construction (residential and non-residential) in accordance with Group standard product, standard details and standard specifications where appropriate utilising external consultants where necessary. 
Prepare and maintain a detailed design programme in accordance with PMIP target dates. 
Input into LEADR/ Site Specific Environmental Action Plans / CDM / Health and Safety / Environmental issues. 
Responsible for gaining statutory approvals relevant to role.  Development Management

Liaise and co-ordinate design information with the Engineering team to insure adoptable and approval standards are met. 
Provide knowledge/expertise to react to changes in legislation as dictated by industry standards of Building Control and NHBC. 
Provide Group with feedback on standard product as appropriate. 
Manage CDM/EMS site start processes and site close out procedures are followed and recorded. 
Assist production team with resolution of any site issues. 
Collate and submit design related drawings to discharge NHBC conditions. 
Manage the delivery of supporting information to Production and Sales. 
Ensure all drawings, specifications and details are available on DocHosting. 
Attend site as necessary to fulfil the responsibilities of the role providing design support to the production team and managing design cost excesses. 
Monitor and resolve any CML issues during the construction phase to ensure timely completion of plots 
Obtain all assessments and ensure compliance with HQI, Lifetime Homes, Building for Life, DQS etc.  Experience, Qualifications, Technical Requirements
Degree level qualification in a relevant field 
Previous experience in the housebuilding sector 
Capable of preparing and managing a number of planning applications
